The fact that some browsers work while others don't strongly suggests a client
configuration problem. Are you sure the browsers are sending "de" and not
"de-something" in their Accept-Language header?
I'm closing this report, but if you can verify that there is a bug in Apache,
then please reopen it. Such a verification would require at least the contents
of the Accept-Language request headers from the clients and information on how
you have configured your server.
