I've been looking into what it would take to fix the codegen for the sample wsdl you uploaded.  In short, it's not going to be pretty.  Propogating maxOccurs for a group ref is tough because there aren't necessarily CollectionType symbolTable entries for the group members.  I believe that I can make it work though.  In the end, however, I believe that your point about element order will still hold.  

I'll continue to work on a fix for maxOccurs group refs, but for the long term, does anybody want to weight in on a "group aware" Bean{De}Serializer (or any other solution)?
