Following OAK-2203, the MissingIndexProviderStrategy will set the reindex flag is a provider is missing. What is doesn't take into account is if the reindex flag is already set to 'true'. If this is the case, it should skip setting it again.

I've ran into this while working on the cold standby and some 'disabled' type indexes were always getting updated.
