The category listbox on the formula wizard hides "Last Used" entry at the first
line
on some environment because the number of dropdown is not enough to show
all categories.
On my environment, 13 categories are there in the list and only 12 entries
can be shown in the dropdown.
If all entries are accessible without scrolling the dropdown window,
it is easier to access to all entries with the mouse pointer.

To confirm this:
- Create new Spreadsheet document
- Click "Function Wizard" button on the Formular Bar
- Click "Category" listbox
-> drop down window shows all categories without vertical scroll bar
