Add some self-checking into the startup script of IoTDB, such as whether the user has write privilege of   data/log directories, whether the system resource (e.g., memory, disk space) is fine.

IoTDB启动脚本里，应该加多一些系统自检，比如文件系统和其权限，可用系统资源等。自检可以用java写，启动脚本里调用，因为以后IoTDB进程也可以定时自检系统（enterprise-ready）
