   ### What's Wrong?
   
   When do data importing, if don't want this table or table is wrong.
   step: 1. stop data importing 2. drop table all
   
   But maybe some task has been commited and hasn't published version, It will throw Exception when lock table meta
   because can't get table from tableId. And In the normal case, just skip it.
   
   ### What You Expected?
   
   just skip it
   
   ### How to Reproduce?
   
   1. set publish_version_interval_ms = 10000
   2. commit a stream load task
   3. drop table force
   
   ### Anything Else?
