traffic_ctrl does not process values for custom directory layout that can be set in records.config or via environment variables. This prevents traffic_ctl from being used correctly in such setups. 

What is worse is that it make it harder to correctly test traffic server as runtime sandboxes are ignored.

The only value it does respond to is TS_ROOT
