Ash Berlin-Taylor commented on AIRFLOW-4538:
--------------------------------------------
We pinned to a specific version because in the past it has introduced breaking changes in a point release.

> Starting with 1.13.0 Flask-AppBuilder has a new/improved RESTful API support using the specific API view versus the API (deprecated) attached to ModelView. Supporting this could follow same plugin model adding support for appbuilder_apis like it supports appbuilder_views and appbuilder_menulinks.
> Flask Appbuilder is pinned at 1.12.3 for 1.10.3 of Airflow (any reason why??) but I see in the master branch past 1.10.3 it is now set to ">=1.13.0,<2" which supports these FAB APIs
