Description:
We think it would be reasonable to bump {{ozone.om.ratis.segment.size}} and {{ozone.scm.ha.ratis.segment.size}} default values from 4MB to 64MB. We are already using 64MB on DNs for more than 2 years:

{{ozone.om.ratis.segment.size}} sets the size of the raft segment used by Apache Ratis on OM.
{{ozone.scm.ha.ratis.segment.size}} sets the size of the raft segment used by Apache Ratis on SCM.
{{dfs.container.ratis.segment.size}} sets the size of the raft segment used by Apache Ratis on DN.
