[I] feat: Apisix Prometheus metrics - Disable unneeded labels [apisix]

   ### Description
   
   I’d like the option to disable unused metric labels in order to **reduce APISIX Prometheus metrics cardinality and prevent overflow errors**, such as those mentioned in [this issue](https://github.com/apache/apisix/issues?q=is%3Aissue%20state%3Aopen%20prometheus%20overflow)
   
   Another solution is about configure the specific metric labels to use, example:
   ```
   prometheus:
         metric_labels: 
           http_status: true
           route: false
           service: false
           consumer: false
           node: false
   ```

   Hello, I'm also interested in this. As an initial POC would it be okay to disable certain labels globally? Or would we need to configure labels for each individual metric?

   Greetings! This it vital for me aswell. Due to HPA and big number of constantly changing pods' ips the metrics overflow really fast. Would like to see this feature in the closest future to disable noise and make production metrics more stable and reliable!
