[I] Issue: composer-2.9.1-airflow-2.9.1 installs airflow3 [airflow]
wbates99 opened a new issue, #50846:
URL: https://github.com/apache/airflow/issues/50846
### Apache Airflow version
Other Airflow 2 version (please specify below)
### If "Other Airflow 2 version" selected, which one?
2.9
### What happened?
I am trying to use the composer-dev to run my airflow instance locally: https://cloud.google.com/composer/docs/composer-2/run-local-airflow-environments.
I am using the following version of airflow with Cloud Composer:
`composer-2.9.1-airflow-2.9.1`
I am getting an error that `db init` is no longer available, which seems to be inline with the composer Docker image:
`airflow db command error: argument COMMAND: invalid choice: 'init' (choose from 'check', 'check-migrations', 'clean', 'downgrade', 'drop-archived', 'export-archived', 'migrate', 'reset', 'shell'), see help above.`
This is what is being installed in the docker image:
`apache-airflow>=2.10.0`
`apache-airflow-core==3.0.1`
### What you think should happen instead?
_No response_
### How to reproduce
Follow the instructions here:
https://cloud.google.com/composer/docs/composer-2/run-local-airflow-environments
And use image composer-2.9.1-airflow-2.9.1 from this list:
https://cloud.google.com/composer/docs/composer-versions#images-composer-2
### Operating System

### Versions of Apache Airflow Providers

This is not Apache-Airflow issue.
Google Cloud Composer is a service managed by Google. Please forward your inquiry to Google support.

Yes. You should check with Composer support. Note that you should pin airflow to specific version when you are upgrading packages because `pip` might choose to upgrade airflow ( see our installation docs) - but how to do it with local composer environment, it should be specific to composer configuration.
