Move the [leader.replication.throttled.rate|https://kafka.apache.org/documentation/#rep-throttle] and [follower.replication.throttled.rate|https://kafka.apache.org/documentation/#rep-throttle] configuration values from DynamicConfig to KafkaConfig. This will allow these values to be configured statically.
