This PR changes the metron-rest and metron-management-ui components to now check status with a curl command. This should more accurately represent whether a service is running or not.
This can be tested in full dev by spinning up the environment and stopping the metron-rest and/or the metron-management-ui from the command line with `service metron-rest stop` or `service metron-management-ui stop`. After a few seconds the status for these components in Ambari should turn red. Start them again using the service command and the status in Ambari should turn back to green.
