Log4Net contains classes with static constructors that generate log messages. Adding a quiet attribute to the log4net node is to late to stop the static constructors' log messages from being output. I wrote code inside XmlHierarchyConfigurator's Configure method to support the quiet attribute (similiar to the checks for the internal debugging attribute) but by the time the code had been processed, ~13 internal messages had been written.
