A clear and concise description of what the bug is.
#### How to reproduce the bug
1. Go to Line or Area chart
2. Click on Add Annotation Layer
3. Under Add Annotation tab, I could see only Interval and Event, not Formula Annotation.
4. See error

In Superset 2.0.1 and 2.1.0rc1 I have the option to add a Formula-type annotation layer to a Line chart or a Bar chart. Here's 2.1.0rc1 with a Line chart:
I also have GENERIC_CHART_AXES enabled in these instances.
Might this be particular to Superset 1.4 ? I don't believe 1.4 will get any more long-term support releases so if this can't be reproduced on an LTS release it might not be actionable.
