[PR] Revert "Reduce the poi-integration test heap back to 2g (#1364)" [poi]

This reverts #1364, putting the `poi-integration` test heap back to 3g: `maxHeapSize = '3g'` in `poi-integration/build.gradle` and `heap="3072"` in `build.xml`. It also restores the build-file comment that explains why.
#1363's cap on in-memory zip entries wasn't enough on its own. With 2g, `TestAllFiles` still runs out of heap on some CI runs:
- **Ant, Java 17 job for #1377** ([log](https://github.com/apache/poi/actions/runs/38136594572/job/114461618949)): `TestAllFiles` logged `Retried waiting for GCLocker too often` at about 72 seconds. The JUnit launcher then died with `NoClassDefFoundError: Could not initialize class org.junit.platform.commons.util.ExceptionUtils`.
- **Gradle, Java 17 job for #1375** ([job](https://github.com/apache/poi/actions/runs/38136408436/job/114461069927)): the build step stalled for over 40 minutes, while the same commit passed in 8 to 15 minutes in the other jobs. This is consistent with the JVM spending most of its time in GC near the heap limit, though the job's log wasn't available yet to confirm it.
