Thanks @Ted, studying the design and code, thinking that how the rs group assignment w/ seperate conf and w/ table priority would benefit different use cases/client app, also if load balancing is involved.

This sub-task is for HBASE-6721 which takes approach slightly different from that of HBASE-4120.
When table priority is implemented, this sub-task still applies. Unless you were suggesting that per-table config parameters should be adjustable depending on table's priority.
