ArtifactRepository purpose

I had a few questions about ArtifactRepository interface:

1) Is the only purpose of the ArtifactRepository is to resolve
artifacts requested as dependencies in a .scdl file?

2) Would a dummy ArtifactRepository cause a problem in Tuscany, beyond
not resolving dependencies?
