No, those checks deal with determining the version of the FreeRDP API installed. All versions of FreeRDP support setting the display size while connecting.

Can you describe the problem in more detail? Are you using the mainline Guacamole web application, or have you written your own? What parameters are you passing to the connection? If you do not use RemoteApp, does the display size get set as expected?
