The value of directive "ServerLimit" should not be less than 1, but there is no
document mentioned in
http://httpd.apache.org/docs/2.4/mod/mpm_common.html#serverlimit. We should add
the related notification there. A similar trivial constraint is also needed by
directive "StartServers", "ThreadLimit", "ThreadsPerChild" and
"MinSpareThreads".
