Localization question

Hello there, 

I'm confused with Tapestry localization feature.
I want to make an application that can the localization is changeable. 
But, when I change the Locale in Engine, whole user in any clients 
language is changed!!!

How to solve the problem, please... If I try to change the locale in Page, 
it throw exception.
