Setting up James 2.1a1 on Windows 2000

Hi, 
 
I am trying to run James 2.1a1 on Windows 2000. I run the run.bat script in
C:\javaprogram\james-2.1a1-cvs\bin.
>From the document, it said I can add user by telnet to 4555. 
 
But i can't telnet to 4555. Here is the error I got. 
 
Is there something I miss? Thank you.
