Sorry, I found the solution to this.  I think it's a combination of the default Phonegap index.css and jquerymobile.
The issue is fixed by changing
    -webkit-user-select: none;
to
    -webkit-user-select: auto;

An Ideos device is a Huawei Ideos Android handset.  Google it.
