Description:
Right now only the system partition comes up under ou=system.  There is no way for users to setup ApplicationPartitions under other contexts.  We need to enable this through the use of environment properties.

There's more to this that needs to be done for it to work properly for LDAP.  Namely we need to make sure the RootDSE properly references the ou=system context as well as all other user specified application partion contexts.
