We noticed a possible resource leak [here|https://github.com/apache/hbase/blob/b522d2a33e31fbe70c341ea7068428ada8d51bc0/hbase-server/src/main/java/org/apache/hadoop/hbase/master/balancer/HeterogeneousRegionCountCostFunction.java#L225]. close() is called on {{reader}} at line 228 but if an I/O error occurs at line 225, {{reader}} remains open since the exception isn't caught locally.
I'll submit a pull request to fix it.
