[PATCH] svnsync manpage

[Whoops, resending with flashier PATCH subject.]

svnsync currently has no manpage, nor does it really have any
documentation other than its built-in help.  (For example, I really
have no idea whether svnsync can be used for bidirectional
synchronization of repositories by calling it repeatedly with reversed
arguments, or if it's only designed for unidirectional
synchronization.) Does the svnbook have a branch where they are
beginning to document 1.4-isms somewhere?

In any case, the following patch adds a standard bare-bones svnsync
manpage, which is certainly a start.

Add a manpage for svnsync.

* subversion/svnsync/svnsyc.1: New file.

* build.conf (svnsync) : Install new manpage.

svnbook doesn't have a 1.4 branch, but I have filed a Trac ticket for
documenting svnsync.
