Screenshots demonstrating this issue

Steps to demonstrate:

1. launch AOO Writer
2. choose menu 'Tools > Bibliography Database'
   ("Bibliography Database" window appears)
3. choose menu 'Edit > Column Arrangement'
   ("Column Layout for Table biblio" dialog appears)

   Notice that mouse pointer has changed the look from "Normal Select"
   to "Busy".

   "Normal Select" comes back when mouse pointer is e.g.
   in "Column Layout for Table biblio" dialog.

4. close the dialog.
5. click the Column Arrangement button near the top of the window
   ("Column Layout for Table biblio" dialog appears)

   Notice that mouse pointer has not changed the look ("Normal Select").

Issue observed in both AOO 4.1.7 and AOO 4.2.0-dev
