[RESULT][VOTE] Release Bean Validation 0.1-incubating

Since there were no additional votes, I'm going to close the voting
windows now that the 72 hour lazy consensus has come and gone.

The vote passes with the following original vote results on bval-dev of
+1 from 5 IPMC members -
Kevan Miller, Niall Pemberton, Gerhard Petracek, Mark Struberg and
Donald Woods
