got this working to an extent, but maven-core depending on the reporting API, which depends on doxia ends up sucking everything back into shared anyway.
only wagon http provider was able to be extracated at this point - some refactoring will help.
Not proceeding with this until plexus is configurable though - currently "plexus.core.maven" is hard coded in the default container.
