See discussion at ACCUMULO-2329. Basically these files need to be checked only in start/stop scripts, and not always required.
In a bigger picture, the start/stop scripts should be formalized into host-oriented scripts, while the {{accumulo}} script should be formalized into a process-oriented scripts. This will also help us separate host/network specific logic/configuration and process invocation logic/configuration.
This will ease the programmatic integration of Accumulo by 3rd parties.
