Created HDDS-4557 to move out the v3 design doc. It's a higher level document seems to be better to separate the two discussion:
* the implementation details when both normalization and prefix creation is turned on (ozone.om.enable.filesystem.paths=true)
* The description of possible compatibility issues and the 3 main options
