expose soLingerTime on the jetty connector in JettyContextManager.createServer()
--------------------------------------------------------------------------------

                 Key: SMXCOMP-785
                 URL: https://issues.apache.org/activemq/browse/SMXCOMP-785
             Project: ServiceMix Components
          Issue Type: Improvement
          Components: servicemix-http
            Reporter: Freeman Fang
             Fix For: servicemix-http-2010.02

The default value for soLingerTime when creating a jetty Connector is something like 345 seconds, we should expose this value in the configuration (conf/component.properties) so it can be tuned down if necessary.
