This issue is not reproducible now. Tested in Hive branches for 2.1.1 as well as 2.3.0.

I tried : 
{code:java}
./schematool -dbType derby -initSchemaTo 1.2.0
./schematool -dbType derby -upgradeSchema{code}
The upgrade happened successfully.
