In order for further decoupling {{Task}} with {{NetworkEnvironment}}, we introduce {{TaskEventPublisher}} interface for providing {{publish}} method only. Then the {{NetworkEnvironment}} could maintain {{TaskEventPublisher}} and the {{register/unregister}} would be removed outside to be handled by {{Task}} directly.
