    I think we can just make zookeeper.security.auth_to_local a configuration option in zoo.cfg, so it could be loaded either from zoo.cfg (the static configuration file), or read from system property if available, rather than loading it from a random on disk file. This also conforms to what Hadoop is doing in terms of reading auth_to_local (Hadoop stores it in core-site.xml).
