Attaching patch to do this:
 - Works for running, completed and retired jobs in jobtracker web page as well as job-history home page.
 - Switched off by default, can be enabled by setting webinterface.apply-acls-to-job-listings to true.
 - Changed history file to also have queue-name and view-acl. This is done in a backwards compatible way - old files won't have this and so will all be visible to everyone on JHS, but new files will only be visible to authorized users.

Webapp only patch, no tests. Manually tested to verify that users can only access jobs that are given view-acl to. Both on jobtracker and jobhistory webapps.
