[DISCUSS] Switch to gitbox

Hi all,

There're limitations in the current repo setup.
Apache gitbox works great. I can vouch for it from my experience.
Gitbox supports bidirectional syncs. With gitbox we can handle all PR
handlings in Github. No more stale PRs.

What's the migration cost? There's some initial setup to do like github
2FA. But that's all.

What do you think about moving to gitbox?
