[BUILD] DBM support hyeristic for mod_rewrite breaks down.

New in this mornings build a number of platforms
changed as so:

Old:
<       enabling DBM support for mod_rewrite
< -rwxrwxr-x  1 bhyde     1010724 Sep 20 05:36 httpd
New:
>       disabling DBM support for mod_rewrite
>       (perhaps you need to add -ldbm, -lndbm or -lgdbm to EXTRA_LIBS)
> -rwxrwxr-x  1 bhyde     1010620 Sep 21 05:33 httpd

This happened on all the machines where yesterday mod_rewrite
was able to find DBM support.
