Distinguish federation routes having connection problems

When there is a connectivity problem between source and destination broker when creating a federation route, then qpid provides false information about the route status.

How to see it:
1) have two brokers node1 and node2 and willing to create an exchange route from node1 to node2
2) block/drop traffic coming to port 5672 on node2 (i.e. via iptables)
3) create federation route:
qpid-route route add node2 node1 amq.direct some_key
4) check the route has been "created":
qpid-route route list node2:5672
5) route list will print the route despite there is no even TCP connection established (while source broker is still attempting so). In fact there is no symptom of a problem with the route.

It would be nice to either somehow distinguish "connecting" and "connected" routes, or write out just "connected" routes and not "connecting".
