Removing Expat parser support

Hi All,
   As per the discussions on the above subject, I will be moving Expat parser to 'graveyard'.

   Please let know if you have any objections.

   This move means that, moving forward, Axis C++ will only support Xerces based parser lib and
fix the same in case of bugs. If you face any problems with Expat based parser lib, please try
using Xerces based parser lib.
   However, if you got time to invest, you can always pick the original source for Expat based
parser lib from graveyard and give it a 'rebirth'.
