### Description
- Problem: The current implementation in #43 of call_python_function creates a new PythonFunction instance with each call. This may result in performance overhead, particularly during frequent invocations.
- Goal: Introduce a caching mechanism to reuse existing PythonFunction instances for identical (module, qualname) pairs.
