Is there a more concrete proposal here? It would be good to attach something either directly to the issue OR writeup a google doc and start a discussion on dev@parquet mailing list.
This might be another good candidate for an [extension type]](https://github.com/apache/parquet-format/pull/451) which hasn't made much progress recently.
