This affects the current trunk and 1.0.0 RC0.

When running any of the Windows commands under {{bin/windows}} the following error is returned:

Missing +/- setting for VM option 'ExplicitGCInvokesConcurrent'
Error: Could not create the Java Virtual Machine.
Error: A fatal exception has occurred. Program will exit.
