The following 5-line block appears verbatim at different locations in DAGScheduler.scala:
```
messageScheduler.schedule(
  new Runnable {
    override def run(): Unit = eventProcessLoop.post(ResubmitFailedStages())
  },
  RESUBMIT_TIMEOUT, TimeUnit.MILLISECONDS)
```
We should extract a private helper method scheduleResubmit() and replace all different call sites with the helper method.
