   I've seen some of the javax.xml classes appear in jars like stax-api where the code is dual licensed, CDDL and GPL. CDDL is Category B and would be acceptable while you continue to use the WIP Disclaimer but we would need to track down dual licensed distributions of all the source files. We can't have any GPL only source files.
