Arrow JS tasks and roadmap

Brian Hulette and I have outlined this list of tasks/improvements for the expanded Arrow JS implementation:

No timelines yet, but I'm back full-time on Arrow now. Working my way down the first two lists, hoping to PR a few by early/mid next week.
