[RESULT][VOTE] Release Apache Weex (Incubating) 0.24.0-RC3

Dear community:

The vote for release Apache Weex (Incubating) 0.24.0-RC3 has passed in the
IPMC(Incubator PMC) with three +1 binding votes and no -1 vote.
