A router network can be configured such that normal clients connect to the network using listeners designated with the inter-router role. Since there can be only a limited number of routers in a network (128 in 0.6.0), it doesn't take many connected clients to clog up the inter-router connection space.
The router node should be modified such that normal links attaching over inter-router connections are forbidden.
