Problem with deployment of webapp (propably security permission)

Hi there,

i have a problem while deploying a web application. it seems that axis is
unable to write the server-config.wsdd file. The webservice is correctly deployed
but it does not apear in the server-config.wsdd. I can see the webservice through
the admintool (view webservices) of axis. So i think it was correctly deployed.
But if i restart tomcat the webservice disapeared. What's going wrong? Is there
a problem with the security permission in catalina.policy of the tomcat installation?

i am using axis 1.0 on a tomcat 4.1.12 webserver.
