Reopening this Jira. For ATSv2, currently only app owner can see the flows list. EvenĀ  yarn admin could only see its own flows. YARN admin should ideally to have visibility of all flows. However ATSv2 ACL story is under progress, hence to complete the user filtering story, an interim handling is needed.
